Charlie has more than 25 years of experience in environmental consulting, including the management of major solid waste research and planning projects. Charlie has helped shape recycling and waste management policy in the Pacific Northwest, California, and Hawaii over the past 15 years drawing on his experience designing and managing over 50 waste disposal, generation, and recycling studies for both public and private sector clients. Major public sector clients include the cities of Los Angeles, San Francisco, Phoenix, New York, Honolulu, and Seattle and the states of Washington, Oregon, California, Hawaii, and Wisconsin. Charlie has also provided research services and assisted in the development and implementation of new recycling programs for a number of private sector clients including Weyerhaeuser, Starbucks, Tetra-Pak, the National Beverage Association, the University of Washington, and Luke Air Force Base. Charlie is a past President of the Washington State Recycling Association (WSRA), which represents Washington's recyclers and haulers, and he served on the WSRA/Washington Department of Ecology committee to review and improve the State's methodology for establishing recycling rates. He also served on the California Integrated Waste Management Board’s working group for establishing statewide standards for waste characterization, and on the Washington Climate Action Team's Beyond Waste implementation working group. Charlie has an MA in Public Administration from the University of Washington and a BA in Economics from Denison University.
