Steve is a pioneer and established leader in designing, implementing, and evaluating large-scale waste reduction, recycling, and composting programs. Steve brings 20 years of consulting, research, training, and operations experience. He has worked extensively on commercial and institutional sector program planning, outreach, training, and on-site technical assistance, including projects with the City of San Francisco, Metro (Portland, Oregon area), the City of Berkeley, the City of Oakland, Alameda County Waste Management Authority, ten cities in San Mateo County, the City of Portland, and the City of Los Angeles. He develops comprehensive planning documents, surveys, project feasibility studies, policy evaluations, economic analyses, program designs, strategic plans, and implementation actions for local and regional governments and the private sector. Steve has served as Board Treasurer/Secretary for the Product Policy Institute, Co-Founder and Policy Director for the California Organics Recycling Council, and Vice President/Treasurer of the Cooperative Center Federal Credit Union. Steven holds an M.S. in Resource Economics from Cornell University, a certificate in Advanced Indonesian language from Cornell/IKIP Malang, and a B.A. in History and Environmental Studies from Yale College.
