Richard was the Principal and founder of Environmental Planning Consultants, and in 2010 he merged his firm with Cascadia. He brings over 40 years experience in resource management to his role at Cascadia. His expertise includes developing and implementing innovative source reduction, recycling, composting, and market development programs; designing materials recovery facilities; assisting communities in the procurement of garbage, recyclables, and compostables collection and materials processing services; and developing rate structures for systems with declining revenues. Recent clients include the Cities of Cupertino, Palo Alto and San Jose, Santa Clara County, and many private sector clients.


Richard has previously worked for R.W. Beck and Associates, the City of San Jose, the Davis Waste Removal Company, and the California Waste Management Board. He currently serves on the Boards of Directors for the National Recycling Coalition, and Californians Against Waste. He serves on the Santa Clara County Solid Waste Technical Advisory Committee, and is an instructor in the California Resource Recovery Association Professional Certification Program, where he teaches courses on Rethinking Wastes, An Introduction to Recycling, and Municipal Recycling Tools. Richard is widely published and has given numerous presentations on solid waste and resource management issues. He co-authored the nationally renowned Single Stream Recycling Best Practices Manual. This publication and other recent publications are available here (link). He has a BS in Geology and a MS in Geology and Paleontology, both from Tulane University. Richard is a workaholic, but loves to garden and care for birds in his spare time.
