NPDES Evaluation
Client: Seattle Public Utilities
As part of its National Pollutant Discharge Elimination System (NPDES) Phase I Municipal Stormwater Permit requirements, Seattle Public Utilities (SPU) hired Cascadia to evaluate the results of education and outreach programs focused on reducing or eliminating behaviors and practices that cause or contribute pollution to stormwater. Cascadia conducted surveys to assess the understanding and adoption of targeted behaviors among targeted audiences for SPU’s Spill Kit Incentive Program for businesses, the Water Quality Hotline for reporting suspected violations, the Green Your Rug program for property managers, and the Car Wash Kit program for conducting salmon-safe car washes. Cascadia prepared an evaluation report providing the City with information about the effectiveness of these education and outreach programs and recommendations for making these programs more effective at increasing understanding and adoption of targeted behaviors among targeted audiences in the future.
