Detailed Implementation Plan
Client: Little and Middle Spokane River Basins Watershed Implementation Team (WRIA 55/57)

Cascadia helped this watershed planning group in Eastern Washington to develop a plan for implementing its watershed management recommendations. In addition, Cascadia worked with a range of water utilities, from large urban purveyors to small systems managed by exurban homeowners associations, to quantify inchoate water rights in the watershed. Cascadia designed and conducted a survey asking potential holders of municipal water rights for information about their water rights, actual water use, and plans for future demand. This information was used to meet the requirements of the Watershed Planning Act and to identify sub-basins where future use of inchoate water rights may affect instream flows.
