Cascadia's Climate Impacts Decision Support Tool (CIMPACT-DST™) is a first-of-its-kind integrated software platform for quickly identifying climate change risks and mainstreaming adaptation into projects and planning efforts. With support from the U.S. Agency for International Development, Cascadia customized the tool for use in the city of Hue, Vietnam, in close collaboration with local partners at the Hue Planning Institute (HPI) and the Vietnam Institute for Urban and Rural Planning (VIUP). HPI planners used the tool to integrate climate risk projections into master plans for four rural communes near the city that were slated for further urbanization. They integrated several new resilience features into these plans, including softer infrastructure along coastlines and conservation of natural floodplain areas. Together, these four climate-resilient master plans will reduce the climate risk vulnerability of tens of thousands of residents.
Building on the success of the planning projects in Hue, Cascadia scaled up the tool for national application throughout Vietnam’s 63 provinces. The tool was fully transferred to local ownership, and Cascadia provided training in tool administration so that local officials can manage and update the tool in the future as new climate data becomes available.
